The council was considering adopting a new ordinance that would affect what services Bodywork practitioners are allowed to offer their customers.
Chris Flowers gave an compelling speech that compared the hand job "experience" to proctologists, "who finger men all day long". In his plea to legalize hand jobs, Chris explained that it would help prevent sex trafficking and provide a safer environment for sex workers who could then operate as licensed massage therapists or masseur, providing full-body and genital massages. He also drew parallels between the outcome of legalizing marijuana.
