Road Rage Causes Chain Reaction Crash!

Who is at fault here? I saw this yesterday and have seen a mixed reaction at who is to blame for this crash. Is it the guy on the bike who clearly kicked the car while it was driving? Or is it the person behind the wheel, who I believe clearly tried to mow down the person on the bike? In reality, it seems both are at fault. If you try and hit a person on a bike on purpose, you are disgusting and should be put in jail. But what is that guy doing kicking at a car? It could have spooked the person driving so bad that they swerved to avoid him? Not sure, but the poor bastard in the white car had nothing to do with it and got jacked up the worst!
